DEPUTY Prime Minister-cum-Foreign Affairs Minister Sihasak Phuangketkeow expressed confidence in the United Nations Convention on the Law of the Sea’s (UNCLOS’s) Conciliation Commission tasked with helping resolve a maritime dispute with Cambodia after Australian diplomat and legal expert Katrina Cooper was appointed the fifth conciliator and the chair, PPTVHD36 said this evening (Aug. 15).
The Conciliation Committee is now ready, with a chairperson supported by Thailand, he said, adding Cooper has extensive diplomatic experience, having served as Deputy Permanent Secretary at the Department of Foreign Affairs and Trade overseeing East Asia.
She was also Co-Agent of the Australian Government in the Conciliation Proceedings under UNCLOS between Australia and Timor-Leste, reflecting her direct and relevant experience for the discharge of these duties.
Sihasak added that he is now confident the process will proceed fairly with understanding of the issues dividing Thailand and Cambodia. While this mechanism would lead to recommendations, Thailand still must also present its perspective.
Meetings may be held every one or two months, depending on what the mediators deem appropriate. Thailand’s role will be to participate in the discussions with the mediators and clarify the facts.
The commission is expected to set the date of the first meeting which is tentatively expected to be held next month. Key agenda items for this first meeting will include consideration of the Rules of Procedure, which will establish the rules and framework for the commission’s work and serve as guidance for subsequent meetings and related proceedings.
