Kuala Lumpur –Thailand and Cambodia agreed on Monday (July 28) to an “immediate and unconditional” ceasefire, following talks in Kuala Lumpur mediated by Malaysian Prime Minister Anwar Ibrahim.
Cambodian Prime Minister Hun Manet and acting Thai Prime Minister Phumtham Wechayachai spoke at a meeting that was also attended by ambassadors of the United States and China.
What the ceasefire agreement between Cambodia and Thailand entails
Both Cambodia and Thailand have reached a common understanding over an “immediate and unconditional” ceasefire, with effect from midnight.
“This is a vital first step towards de-escalation and the restoration of peace and security,” a joint statement read.
Following mediation talks in Putrajaya, Malaysia, an informal meeting of regional commanders on the Thai and Cambodian sides will be held at 7 a.m. tomorrow. If both sides come to an agreement, a meeting will then be scheduled with the respective defence attaches of both countries, and led by Malaysia, which is the current chair of Asean.
A meeting of the General Border Committee (GBC) has also been set on Aug. 4 and will be hosted by Cambodia.
“Malaysia stands ready to coordinate an observer team to verify and ensure its implementation. Malaysia will also consult with fellow Asean member States to participate in the observation effort, reflecting a regional commitment to supporting peace on the ground,” the statement added.
Bangkok and Phnom Penh have also agreed to resume direct communications and have been instructed to develop a detailed mechanism for the implementation, verification, and reporting of the ceasefire.
“The meeting reaffirms the shared resolve of Malaysia, Cambodia, and Thailand to uphold the principles of international law, peaceful co-existence, and multilateral cooperation in the pursuit of a just and lasting resolution to the situation.”
Malaysian Prime Minister Anwar Ibrahim says Cambodia and Thailand had also agreed to resume direct communications between the two prime ministers, foreign minister and defence ministers.
Agreement reflects Thailand’s wishes, says acting Thai PM Phumtham
Speaking at the press conference, Phumtham expressed his appreciation to Anwar, the government of China and US President Donald Trump for their contributions to the ceasefire agreement.
He said the agreement reflected Thailand’s desire to find a peaceful resolution to the conflict while continuing to protect its sovereignty and the lives of its people.
He added that Thailand agreed to the ceasefire “with assurance … that it will be carried out successfully in good faith by both sides”.
Foundation for future de-escalation, says Cambodian PM Hun Manet
Cambodian PM Hun Manet has hailed the “very good meeting” between himself and acting Thai Prime Minister, following mediation talks in Putrajaya.
“We hope that the solutions that Malaysian Prime Minister Anwar has announced will set a condition for moving forward for our bilateral discussions to return to normalcy in our relationship and as a foundation for future de-escalation,” he said of the immediate ceasefire agreement.
Hun Manet noted that around 300,000 people had been displaced from both sides as a result of the five days of fighting, before thanking Anwar for hosting and brokering the talks, along with US President Donald Trump and China’s leadership for their support.
