Cambodia rejects Thai army demand to evacuate citizens

 

CAMBODIA sent a letter rejecting the demand of Thailand’s First Army Region Commander to evacuate their citizens from three areas of Sa Kaeo province or else the Thai side would not attend the next Regional Border Committee (RBC) meeting, PPTVHD 36 said today (Oct. 5).

Cambodian leader Hun Sen posted the reply Lt. Gen. Ek Sam Oun, commander of Khmer 5th Military Region, sent to Lt. Gen. Worayot Leungsuwan, Thailand’s First Army Region commander, on his Facebook page.

The letter strongly rejected Thailand’s demand to prepare a plan to evacuate Cambodians encroaching on three villages on the Thai side of the border,  Ban Nong Chan, Ban Nong Ya Kaeo and Ban Ta Phraya in Sa Kaeo province,  by Tuesday (Oct. 7) otherwise Thailand will not attend the second extraordinary RBC meeting scheduled to take place during Oct. 10-12 at Poipet City, Banteay Meanchey province.

This letter stated that evacuating these villagers would violate existing bilateral agreements and exceeded the authority of RBC, as the matter falls under the jurisdiction of the Joint Boundary Committee (JBC).

The letter stated that RBC has exclusive authority to deal with local incidents, reduce tensions, and resolve local issues peacefully. Therefore, the panel has no authority or power to determine or change the demarcation of the border.

Lt. Gen. Ek Sam also reminded Lt. Gen. Worayot that both sides had agreed at a special meeting of the General Border Committee (GBC) on Sep. 10 at Koh Kong province that any actions regarding the border must comply with the JBC process and previous agreements.
