THE Thai Foreign Ministry said Thailand had submitted a letter to UN Secretary-General António Guterres on the tension along the Thai-Cambodian border after the neighboring country submitted a letter to him detailing its intention to file a lawsuit on this issue, Naewna newspaper and Amarin TV said this evening (July 5).
Mr. Nikorndej Plangoon, the ministry’s spokesperson, said on June 16 the Ambassador and Permanent Representative of Cambodia to UN, New York, submitted a letter to Guterres requesting that it be circulated as a document on prevention of armed conflict listed under 32nd agenda of the UN General Assembly’s 79th session.
On June 19 the Ambassador and Permanent Representative of Thailand to UN too submitted a letter to Guterres explaining the facts, including the position and actions of the Thai side on this issue, which are in accordance with international law, the MOU2000 Agreement, and the approach to resolving the issue through bilateral negotiations as agreed and obligated by both parties.
Guterres was requested to circulate both the signed letter and the statement and likewise list them under the 32nd agenda of the UN General Assembly’s 79th session.
Both the Cambodian letter and Thai letter and document have been circulated to UN member states for their acknowledgement.
Circulating letters of members under a UN General Assembly agenda is a process to record information or positions of member states as evidence and alert the other member states. This is a normal practice within the UN.

On June 5 the Cambodian government said the issue of three disputed temples and a contested area will not be included in the agenda of the upcoming Joint Border Committee meeting as it has been decided to refer the case at the International Court of Justice (ICJ).
