THE Thai military said clashes and attacks are continuing at the Thai-Cambodian border with one officer and a civilian having been killed in Phu Makheua area of Sisaket province today (Dec. 14) taking the military death toll to 16 and 327 injured, Amarin TV said.
RADM Surasan Kongsiri, spokesperson of the Defence Ministry, said Khmer troops are firing heavy weapons, specifically BM-21 rockets, targeting populated areas with this leading to a civilian and and a medical officer being killed and four wounded.
While 327 soldiers have been injured, most of them suffered minor green level injuries, and were discharged after receiving medical treatment. Even so the soldiers’ morale remained high with all those injured and discharged wanting to rejoin the battle.
Meanwhile Maj. Gen. Winthai Suvari, army spokesperson, said Cambodia obstructing thousands of Thai citizens from returning home from Poipet border town, adjacent to Aranayprathet on the Thai side, may constitute unlawful detention of civilians, or akin to hostage-taking, potentially leading to an international perception of illegal detention and a violation of fundamental human rights, particularly the right to freedom of return to one’s homeland.
Furthermore, such actions may also violate international humanitarian laws, including the Geneva Convention concerning the protection of civilians in times of armed conflict, dated August 12, 1949, and its supplementary protocols, particularly the protocol relating to the Protection of Victims of International Armed Conflict adopted on June 8, 1977.
Those involved in the unlawful detention of these civilians may be guilty of war crimes under international law, he warned.
Since Cambodia is a party to the Geneva convention and its protocols, it has strict international legal obligations to comply with them, especially in facilitating the swift return of thousands of Thai citizens from Poipet.
