BMA orders citywide inspection of old buildings after concrete awning collapsed

THE Bangkok Metropolitan Administration (BMA) today (June 22) ordered citywide inspection of old buildings after the concrete awning of four shophouses near Wat Traimit Witthayaram Worawihan on Rama IV Road collapsed over the weekend seriously injuring one man who later died at the hospital, TV Channel 7 said this evening.

Mr. Narong Ruangsri, BMA’s permanent secretary, said the city administration, in cooperation with the Department of Public Works and Town Planning, the Engineering Institute of Thailand under Royal Patronage (EIT), and other relevant agencies, has secured the area where the heavy awning crashed down, cordoned off the danger zone, issued a temporary building closure order, and is working to clear debris to reopen traffic. A command centre has also been set up to assist those affected. 

As a proactive measure, BMA and related agencies have set up a working group to inspect the structures of old buildings in the area, especially those with similar construction styles, or buildings showing signs of deterioration. The team will focus on awnings, beams, and unstable exterior components for safety. 

All district offices have been instructed to expedite the dissemination of information and provide guidance to building owners and occupants on regularly inspecting and maintaining exterior building structures that may be affected by age and weather conditions. They are also urged to promptly repair or improve any flaws to prevent accidents and ensure long-term public safety.

Requests to inspect awnings of older buildings can be made at the Building Control Office, Department of Public Works, Line ID: @bmaepermit. A menu is available for submitting inspection requests.

For long-term management, district offices have been instructed to form working groups with the Public Works Department and related agencies to plan surveys, inspections, and collect data on buildings with similar construction styles or at high risk. A plan will be developed to assess and prioritise the risk of each building, provide data for determining safety measures and systematic building management in the area.

If a building or building component is found to be unsafe or poses a risk to life and property, appropriate action will be taken. The building owner will be immediately notified to rectify, improve, or comply with the Building Control Act B.E. 2522 (1979).
